In El Dorado County we decided to use a commonsense and collaborative approach to improve outcomes for at-risk youth either involved in the juvenile justice system or in the child welfare system. ED County has a unified juvenile court because juvenile probation and child welfare work together on our most at-risk youth and their families. We also partner with education and the local non-profit’s community. In the last three years, we reduced the number of youth incarcerated, and if incarcerated, for significantly less time. We have also increased the youth who participate as non-minor dependents because they are successfully completing probation.

    BIO: Sullivan currently serves as the Presiding Juvenile Judge for El Dorado County. On Sept. 10, 2011, El Dorado County’s Presiding Judge appointed Sullivan as the Superior Court Commissioner. Sullivan elevated to Judge of the Superior Court on Sept. 18, 2014, after being appointed by Gov. Brown and was elected to serve a six-year term
